Pebble Bed Modular Reactor (SOC) investors were the South African Government, the electricity utility Eskom, the Industrial Development Corporation (IDC) of South Africa and the US nuclear giant Westinghouse.

The IDC is a state-owned, registered public company which provides loan and equity financing for a variety of enterprises. It has been profitable almost from its inception in 1940 and is fully self-funding. Its mandate is to promote economic growth in the South African Development Community (SADC) region by financing sustainable, competitive industries and other enterprises (such as tourism and agricultural projects), in accordance with sound business principles. All the IDC's investments are subjected to comprehensive risk-benefit analyses, in which environmental risk analysis is included as a matter of course, not only to protect the IDC's investment interests, but also to contribute to the achievement of national environmental objectives.

Westinghouse took over a 15% share in Pebble Bed Modular Reactor (SOC) previously held by British Nuclear Fuels (BNFL). Westinghouse is the world's pioneering nuclear power company and is a leading supplier of nuclear plant projects and technologies to utilities throughout the world. Westinghouse is also a world leader in pressurized-water reactor (PWR) technology, with its AP-1000 design. Westinghouse designs, builds, maintains and services nuclear power reactors, plants and fuel all over the globe. Today it is the basis for approximately one-half of the world's operating nuclear plants.

Eskom covers generation, transmission and distribution. Its large pit-head, coal-fired power stations comprise about 90% of its installed capacity of over 39 000MW. Eskom's one nuclear station, Koeberg (2 x 965MW PWR's near Cape Town), provides 6 percent of Eskom's power and supports the Western Cape region which is 1400km from the nearest coal-fired power station.
